Yes, the devel package is also installed:

[rick at localhost ~]$ rpm -qv freetype-devel
freetype-devel-2.3.5-3.fc8

I'm not sure why freetype shows up twice:

[rick at localhost ~]$ rpm -qv freetype
freetype-2.3.5-3.fc8
freetype-2.3.5-3.fc8
