But I suspect TLC doesn't *start* or *finish* on the half hour.

Some of the bigger networks do that too. For example Grey's Anatomy 
seems to always run to 10:01 and ER then starts..

I add a global 'pre-roll' and post-roll which must be removed by hand at 
times, when there are conflicts with the tuners..

But I do not lose the last minute of a show!
