Nothing at all. But in that case, the infringing party (the party that
assembled the system which infringes the patent) is you, and your
pockets aren't deep enough to bother suing. In the case of a dual-tuner
unit, an argument could be made that the infringing party is Hauppauge
or Silicon Dust.

As you already pointed out, the patent system is seriously broken.
