If I were to guess I'd say you are missing some perl modules that you
need and happen to have them on your other box.

I got Mythweather working this weekend and went and ran each script
manually and installed (with cpan) the missing modules.

Check the wiki... it has a list of modules needed:

If it isn't missing modules then I have no idea.
