Maybe I should contact my local CBS affiliate. Given what they look like
on-air I figure they MUST be using the absolutely cheapest
encoder/exciter available :-)

Our local surplus outfit just got a bunch of stuff in from Echostar,
maybe I should look though all that junk to see if there's anything useful.
