Probably faulty detection.

Some people want it to not skip if the break is longer than, i.e. 5
minutes.  However, the 3600 second default was chosen to give
backwards-equivalent functionality--i.e. so it always skips flagged
breaks.  Note, however, that if the limit triggers, it simply prevents
the commskip rather than skip "only" the first 3600 seconds.  So, it
notifies the user, who can then use jump/skip forward to "manually" skip
the break.

I "disable" the max (by leaving it at 3600 seconds), then skip and if I
notice it went too far, use the skip-back functionality to go back where
I was and start skipping.  I find that jumping to a frame-too-far is far
better notification (i.e. fills the whole screen) than the little pop-up
notification at the bottom that says it's too long.  Also, when I hit
skip and it doesn't, it confuses me enough (did the button press not
trigger, did I hit the wrong button--and, I'm sad to say--sometimes I
don't notice it didn't jump and then watch a couple commercials before I
realize what's happening) that I've spent more time on it than the whole
skip-forward, notice show and "Skipped 9:24", skip-back process takes.
