I'm not certain what you mean here. Older PCs that would nevertheless be
considered "screamers" as far as DOS applications are concerned can be
had VERY cheaply.

I recently picked up an older laptop, Celeron 500Mhz., 128MB of RAM,
floppy and CD: $50. Certainly ought to run any DOS app pretty quickly,
though getting DOS to use all that RAM can be problematic.

Even a PII machine can run DOS extremely well and those can be had CHEAP.

Where you get into trouble these days is if you have ISA boards that you
need to plug in (or, shudder, Microchannel), machines with those slots
are getting pretty rare :-)
