Assuming your problem is on the record side, try this:

Pick a recording with a long smooth pan from left to right.

Play up to the pan, then pause.

Frame forward through the pan, and tell us if what you see is that
every 6th frame is the same as the 5th frame; the one immediately
before it.

We had this problem before I rebuilt Pam's machine; I believe it was a
broken IVTV somewhere in my upgrade chain.

I missed it: you're using PVR's as a source?
