Of course. 

RMS Compressors works on average level, while limiters only works on
signal peaks.

If you apply heavy compression, de average level can be controlled by
make-up (or gain) control. OK. This is not perfect, but if you adjust
the controls with care, you can control the output signal. 

Obviously, if you mess the signal (overcompression), sounds like pure
trash....
