I had this problem a while back and solved it by adding the following to my
modeprobe.conf file (CentOS 5 so adjust to the right file for other
distros).
options ivtv enc_mpg_buffers=16 enc_vbi_buffers=8
I also saw recommendations in the past that this might be caused by low pci
latency set for the hard drive controller in relation to the capture card.
In my case tweaking the pci latency did not fix it.
