I would set your playback resolution lower.  You're scaling 1920x1080
down to 1024x768 and then down to 640x480.  If you set your playback
resolution down to 640x480 it's one straight shot from 1080 to 480.
In theory you wouldn't even need deinterlacing as you only have the
resolution to display less than one field anyway.  And since the back
bars are added at the top/bottom, that 1080 resolution is actually
getting squished to about 360 lines of resolution.  I'm not sure if
the players are smart enough to figure that out or not.
