How can I force irrecord to use the rc5 headerfile?

You could try increasing the wait inbetween successive digits, until
you find a setting that works for you.
If you're using a Philips box, you might want to try irrecord with the
RC5 header file. Using raw codes can introduce minor variations
between the 'real' signal and the recorded signal. Using the
appropriate protocol for your remote/STB is always preferred.
