Thanks Rage321,
I had actually just figured out that I had screwed up and was signed in as root when I started mythtv.
I had just installed mythdora on the laptop and for some reason X wasn't starting automatically, so....
I copied the file over to the root/mythtv folder and everything worked great.
  Thanks everyone for your help.

Have you run mythfrontend -w from a console to see if the lircrc file, which should be in your /home/mythtv/.mythtv, is being read ok? If you see the following...
mythtv: could not open config file /home/mythtv/.mythtv/lircrc
mythtv: No such file or directory
Failed to read lirc config /home/mythtv/.mythtv/lircrc for mythtv
Joystick disabled.
  ...then you've found your problem.
  If you see just...
  Joystick disabled.
...with no mention of lircrc, then something else is up.

Hi Chad,
Thanks but there already was a lircrc file at
~/.mythtv/lircrc

There wasn't one at /etc/
I also tried copying the file to /etc with no luck.
Any other ideas?
