I don't know if it is the same in each market, but CBS uses the full
20 megabits here for hi def, that is why it seems to always look best.
PBS is the worst at 10 megabits.

I would prefer if nobody EVER used interlacing, it is an artifact of
the 1940's and a stupid waste of time.  720p uber alles!!  At least
until there is a 1080p60 option.
