It is the stock fan that came with the cpu, but it's a motherboard 
functionality.  It uses some sort of pulse width modulation to control 
the fan speed based on temperature.  Like Yan-Fa said, it freaked me 
out, thought my new cpu was being roasted,  I didn't know how long the 
fan wasn't spinning.
