[mythtv-users] sometimes doesn't start commercial flagging

I'm running an 0.20-fixes release and recently it seems that the backend
has decided, quite randomly to not commercial flag.  Sometimes it does,
sometimes it doesn't.  An example:

2007-02-21 20:00:03.934 Started recording: American Idol: channel 1024 on cardid 1, sourceid 1
2007-02-21 20:00:04.058 scheduler: Started recording: American Idol: channel 1024 on cardid 1, sourceid 1
2007-02-21 20:00:51.377 JobQueue: Commercial Flagging Starting for American Idol recorded from channel 1024 at Wed Feb 21 20:00:00 2007

And yet, a week later, it decides not to:

I have lots of programs in my database where one has flagging and
another doesn't and nothing in the logs to indicate why it's not
starting it for some showings and is for others.

Any ideas how to debug this?
