While that's partly true, the B+W sets weren't made obsolete by the
new color signal. A lot of work went into making sure the new color
signal could still be viewed on a B+W set without buying extra stuff.
That's why you can still buy B+W sets today (they're just not very
popular).
HD requires a whole new TV or a set-top box (is anyone even making
those? What are the price points compared to buying a new TV?).

I blame the people selling the stuff. It's in the interest of the
cable company to get people to move to digital cable as quickly as
possible, regardless of if it's HD or not. It's in the interest of CC
to move boxes, whatever they are. If customer confusion is the way to
separate folks from their cash, so be it.
I'll take digital cable when they forcibly convert my neighborhood,
mostly because I despise TWC and I've yet to get a consistent answer
about video qality in digital cable in our area.
