Yeah.  I'm sure LIRC would work once you have the hardware (although it
would probably require custom drivers).  I never was able to find any
suitable off-the-shelf hardware and my electronics-hacking skills are
more aptly called electronics-lacking skills, so custom design was not
an option for me.  I just wondered if you had found some OTS hardware.
