If you use 0.20 or later you can configure this for all the
channels on an input using the 'G' key in LiveTV. 'Ctrl-G'
still allows you to tune a particular channel. This only works
with analog captures, digital streams shouldn't have these
problems anyway.

The 'F' key controls the picture attributes at playback, but
only if your video renderer supports it. Newer nVidia cards
no longer support picture controls, and none of the the nVidia
cards support picture controls if X.org Compositing is enabled.
