Why is it a "problem"? If you have no source address (0.0.0.0), what
could the destination address be, other than 255.255.255.255?

As a "tech/computer savvy person" why not search Google and Wikipedia?
I just searched for "dhcp 255.255.255.255" on Google, and got the DHCP
page at Wikipedia, with a full explanation of the DHCP
discover/offer/request/acknowledge sequence. I'd suggest giving it a
good read through -
