I'll put my neck on the block and say that an 8600gt should be more
than capable - you may run into issues with nvidia drivers though.

Not sure whether your core2duo will have the grunt for h.264 though -
it depends on the bitrate, resolution and profile being used.

I've tested the opengl stuff on an ati card. It worked (not without
some code changes - just in case anyone tries it...) but performace
was terrible with the fglrx driver.
