This is probably why you won't see a standard voltage
output with a multi-meter where as on a USB port you
can pull a reading off of the pwr and grnd.

There's no officially-designated power pin on the
serial port. It's not 
uncommon for non-standard serial port devices to use
some of the pins 
for small amounts of power, though. The driver for the
device simply 
makes sure those pins are set high.
