Making some progress, the /etc/hosts file was missing the local IP.
Now locally I can connect form localhost/mythweb and
192.168.1.100/mythweb but I'm still having an issue from a client???

404 Not Found

The requested URL /mythweb/ was not found on this server.
Apache/2.0.55 (Ubuntu) PHP/5.1.6 Server at 192.168.1.100 Port 80

"You're better off looking through httpd.conf for "allow" and "deny"
lines, and see if you can find any sections that are relevant to you.
Is there an "allow from localhost, deny from all" section that might
refer to your /var/www/mythweb (or /home/www/mythweb or whatever)
directory?"

httpd.conf is blank except for a single line which I added to correct
a restart isue with apache (ServerName 'FQDN'). I'm going to guess
that httpd.conf shouldn't be blank... adn I can make your suggested
changes since it is blank. Can I download a default httpd.conf or is
there something else going on that I should be looking into?
