All ATSC channels use MPEG-2.

At the moment the BBC is the only broadcaster using MPEG-4 AVC,
and so far it is only testing this on a limited basis.

Yes it would. Tell your favorite graphics card manufacturer
that you would pay extra for this feature. They are for the
most part very customer driven. They would need to pay licensing
fees for every graphics card shipped with this feature, so
they won't do it unless they perceive that people are willing
to pay extra for it.
