I would have a look at Matrox's product line. I used to grab VGA with
one of their PCI cards back in the day. They must have a laptop thingy
by now.

As for those asking, "Why not VNC?" Sometimes machines fail before
they get that far, and most consumer PC's don't have a serial console.
