According to various ANSI and MIL standards, plug == more movable, jack ==
less movable - e.g. stationary. Plugs are most often male, but not always.
Consider the common IEC power cord and connector. The cord has a male plug
on one end, and a female plug on the other. The chassis has a male jack.
Another case is an audio mixer using XLR connectors, where female connectors
are inputs and male connectors are outputs. But because they are attached to
the chassis, all are jacks. The cables which plug into the mixer are more
movable, and therefore plugs, regardless of gender.

A connector mounted on the PCI filler panel is by definition a jack. RCA
plugs are available in male and female, but I've never seen a male RCA jack.
