Nope.  It would do exactly as the OP planned--delete all recordings.
Basically, it deletes the entire playlist and since all recordings are
in the playlist.

However, I think you were asking about whether the marking a recording
to allow re-recording is specific to missing recordings.  In fact, it
won't mark any to allow re-recording.  Should have said, "This method
will not mark all the recordings to allow re-recording."  Sorry about
the very critical missing word.
