Meaning it's actually more correct to say it has nothing to do with 
changeset 13228 (which applied /only/ to trunk), but specifies the use 
of /revision/ 13228.  In SVN revision numbers are applied globally, so 
if a change is checked into trunk or any branch, the current revision 
number is increased by 1 for trunk and all branches.
