Well, unfortunately this isn't enough information on the AMV  
"specification." We need to know what codec it uses, and the details  
of the specification. MPlayer might play it, and might output the  
right codecs, but I doubt it'll do the right container. You'll likely  
have to search SourceForge or Google for something like that.  
something like MPlayer output (since it is often very verbose and  
detailed) could help. You might want to ask the MPlayer-users mailing  
list (mplayer-users at mplayerhq.hu) and the transcode-users mailing  
list (transcode-users at exit1.org) for some help.
