The OP said he doesn't have a TV.

By design, frame grabber cards, regardless of what brand, always add a

A BT848/878-style frame grabber adds virtually no delay at all.  It's the
software that adds the delay.  Depending on how you use xawtv (as an
example), you can make that delay pretty much undetectable.
