I say this, although I'm ati fan, if you want TVout done easily 
literally using the svideo port just forget about ati and buy a lower 
end Nvidia card such as the 5200fx or the 6200.  I have both ati and 
nvidia in my systems.  I don't use the ati drivers, I do use the Nvidia 
drivers.  ATI drivers are fubared.
