There's NO issue going from an old version to a new version.  The OP's 
issue was a corrupt database that prevented proper upgrading when he 
went to 0.19.  My post was just a method of ensuring as much data as 
possible is valid (and any corrupt data is thrown away and re-created) 
so that the upgrade to 0.20 will work.
