Yes. You need to create a cut list that MythArchive will use to remove 
any unwanted segments.

There's no need to do the transcoding part - MythArchive will do that 
for you if you tell it to use the cut list for that recording.

I've not tried it but it should be possible.
You can change the format of the created DVD on the MythArchive settings 
page. You will have to tell MythArchive to re-encode the file so it is 
converted to NTSC but you will probably have to do that anyway to get it 
to fit on the DVD.
