Just taking a guess here, but I'd say you are running with XvMC 
enabled.  When you use time stretch it disables XvMC and reverts to 
normal rendering techniques.  So hazarding another guess, (and this 
is all off the top of my head), I'd say you need to play round with 
all the normal suspects for high CPU usage when using XvMC (OpenGL 
VSync, nvidia version, etc)
