As of 0.20, yes. Go to TV Settings->Recording Priorities->
Set Recording Priorities. The "Default 'End Late' minutes for
new recording rules" will automatically add this scheduled
time for each new rule.
"Set this to '0' unless you expect that the majority of
your show times will not match your TV listings. This
sets the initial end late or end early time when rules
are created. These can then be adjusted per recording rule."

This is a point that seems to confuse many people. If the
expectation is that the content of the show will extend beyond
the time in the listings, you must require the scheduler to
record the additional time. Optional time won't do because in
the event the optional time is dropped, the show's content
will be truncated. Having 'End Late' minutes added in the
rule will assure that the highest priority shows will record
to completion.
Further, because these are stored per rule, you can add even
more time for a specific show that you expect will run even
later without imposing that time on all other shows. For some
weekly shows that are back to back, you can adjust those two
rules to stop and start as you wish and have the same directions
carried out week after week.
