Correct, 30-40% or so is right.  I don't remember this problem in .19
so I hope they can resolve this soon.  I use this feature a lot to
reduce the nuvexport encoding time to xvid.  It seems to work much
faster if it doesn't have to deal with a cutlist and extra frames.
