I don't know anything about this tuner, but if it is for DVB, then there 
is a setting in the backend configuration (via mythtv-setup > "input 
sources" > "advanced" if I recall correctly), called something like 
"open DVB on demand". Without this set, the backend will open DVB 
devices on startup, and keep them open. With it set, it only opens them 
when recording (or collecting EIT data, I guess).

I also need to unload my tuner modules (for Twinhan DVB) because they 
crash the kernel on resume, and I've got suspend to ram working fine 
with this setting, without having to stop the backend.

Alternatively, you could shutdown the backend first, then unload the 
module. But this is a lot slower, and requires stopping the frontend too.
