Both socket 754 and AM2 semprons above 3000 or 3200 support
cool'n'quiet (at least on the newest revisions). See the following

Unless you buy one of the brand-new (and significantly more
expensive/harder to find) 35 W Athlon 64 CPUs, the Sempron will be
much cooler. As indicated by the discussion above, what makes the
Semprons really attractive is their undervoltability (paired with the
right motherboard, that is).
