Mostly. There are a couple of hang-ups, though. A big worry is going  
to be getting listing information. Can you get listings for Egypt and/ 
or Dubai? Also, I'm not sure that that region uses NTSC. I think I  
read somewhere that they use PAL. You'd better research that a bit  
more. You might need a system with two tuners, or one that can switch  
modes. I have an old ATI TV-Wonder VE that could be set into NTSC or  
PAL modes, but it's a framegrabber.

My only other worry is going to be handling left-to-right XML and  
right-to-left text. Last time I dealt with that, I was inserting text  
into a presentation, and neither OpenOffice nor PowerPoint treated it  
too friendly.
