You're right in that its a stand alone app that doesn't require lircd but
it will still require the device driver (lirc-serial I guess) to drive the
IR blaster. Having said that, I'm not sure if lirc-serial requires lircd
to initialise it and get it into a state where it will do 'the right
thing'.

Why not just try it and report back....
