I'm not familiar with the "0.8.0-CVS" lirc version, and you don't  
mention what kernel version you are using, but I have noticed that  
lirc seems to be very sensitive to kernel version, for example  
0.8.0_pre1 works with my 2.6.14 kernel, while 0.8.0_pre3 does not,  
although pre3 says that it has modifications for the 2.6.15 kernel.

I assume you have checked that LIRC_OPTS is pointing to the correct  
character device for your setup.
