More parts (giving no extra functionality) and is a better heater than 
the 150.  It's an older design, so it uses 2 chips where the 150 uses 
1.  Also, the 250 will not work in a 3.3V PCI slot (only works in a 
5V).  The 150 works in either 3.3V or 5V PCI slots.  The 250 costs 
Hauppauge more money, so they pass the cost on to the buyer.

The 150 is a better card (it even has a potential to give a better 
picture quality than the 250) and saves you money.
