All a frontend needs to do, as you suggest, is play video. The 
requirements at that point are somewhat dependant on the source material 
- HDTV will require a massive CPU or hardware accelerated video playback 
of some kind, and in general, hardware acceleration is key. Several 
people happily use a ~1GHz Via C3-based system, which has hardware MPEG2 
decoding
