I don't believe you can get that information because its set by the graphics 
card BIOS.  X-windows probably only asks the graphics card BIOS to enter mode 
3 (80x25 colour).  I can tell you my nvidia card does output 31.5kHz and 
70.2Hz for my console because by monitor detects it.
