YES, it does. The encoder has to que up some frames before encoding
and the encoding process does take time so in effect the process
delays the signal by several seconds. I have seen discussions about
workarounds but I do not know the exact details.

I am not sure but this is probably because you are using an old
version of mythtv that may be incompatible with your version of mysql.
What version of mysql do you have installed?
