A good way to see if the IR LED is working is to look at the IR
blaster through a digital camera or camcorder whilst you are sending
signals through LIRC, as this should pick up the IR. You could also
solder in a visible LED to see whether the blaster circuit is working.

Do you have any other IR-controlled devices you could try the blaster
with? You just need to grab the correct LIRC remote config as before
to rule out it being the cable box config.
