Disclaimer: I don't even have a cable STB, since I
have analog cable.
If the STB will only provide output on channel 3 (I am
presuming that you are using a F-type coaxial cable to
connect your PVR-250 to it based on this fact), then
you will likely need to get the IRBlaster working now,
and not later.
Normally analog TV works by putting all of the
channels into the spectrum, and the tuner in your TV
just selects the frequency that it wants to listen to.
However, in this case, the STB is only giving you one
frequency, and just changing the analog data that goes
out of it. (This reminds me of having a converter for
the non-cable ready TVs back when I was growing up).
In summary, get the IRBlaster working, because it's
the only way that you will be able to change channels.
You'll probably want to set the option on a per tuner
basis (in the setup program, if I recall correctly) to
have each tuner default to channel 3. From there, the
script that you use to change the channel via the
IRBlaster should be called instead of having the
PVR-250's tuner listen to a different frequency.
