Switched Power Distribution Unit (PDU).  They look like any old surge suppresor
except they have a network jack, too. APC sells lots of them, so does IBM,
Dell, most major server vendors. They plug into your network and are managed
over http, ftp or telnet. Each brand/model may be different, so make sure you
get one that you can script the commands.

They usually run $400+, so X10 may be an cheaper solution.
