That is the way I thought it should work.  I must have modified the
wrong parameter then to get the number of frames set for the animated
weather maps from 6 to 5.  I had previously changed what I thought was
the correct value in the weatuer-ui.xml file for that and thought a
simple restart would fix it.

Will have to experiment more I guess.
