Thats pretty normal - the main problem tends to be that you are
generating a batch of DNS requests, each of which has to time out, and
maybe also a batch of connect attempts, which also have to time out.
The hang should be of the order of a minute or so.
Specifying your NTP targets as IP addresses will prevent the DNS
timeouts (which tend to be the longest).
NTP is not really suitable for (booting) hosts with intermittent
connectivity.
